On the day of very opening of B.H.Collegein 1966, Political Science was started as General Subject.Subsequently in 1975 the department opened the Honours Course for the first time and since then this is being continued.While the Department was started it had only one founder teacher named Abdul Kader who waas the resident of Hila Pakuri of greater Howly Town under present Barpeta District.He continued his services in this Deptt. Untill his demise in 1992.Subsequently in 1969 another teacher named Azimuddin Saikia joined in the deptt.and he continued in his service upto 1972.Hereafter another teacher named Dr.Ramendra Kr .Das joined in the deptt. in 1972 and he contributed his services up to 1999.Hereafter Dr.Das got his new assignment as Principal of B.H.College. In 1999 and he took his superannuationin 2004.During this time another teacher Sri Radhacharan Rabha joined in the deptt.in 1977 and stayed in the deptt. Up to 2000.It is to be noted that sri Rabha joined his new assignment as Director of Students Welfare,Gauhati University in the year 2000 and he got his supeannuation from Guwahati University.It is important to note that Sri Rabha worked as Superintendent of B.H.College Men’s Hostel for long 15 years .Also he was a very successful Prof.In Charge of N,S.S. Under his leadership many students of the College got important prizes in different activities. Mrs. Sachi Prava Goswami ,an alumni of this deptt.of the college joined as lecturer in the deptt. In 1987 and she continued her services upto 31st January 2020.During her working period she was Vice Principal of the College for few years.Afterwards Sri Khurshed Alam an alumni of this deptt.joined as lecturer in 1993.It is to be noted that he got 1st position from this deptt .in 1984 of Bachelors Degree under Guwahati University.He is rendering his services at present also.Subsequently Mr K. Alam joined in the deptt.in 1989 and he is rendering his services till now.Another teacher named Bimal Basumatary joined the deptt .in 1999 against the post vacated due to the upgradation of Dr.Ramendra Kr Das as Principal of the college.Besides teaching Mr B.Basumatary has been discharging multiple assignments from time to time .He has been discharging as Prof. In charge for Gymnastics section of B.H.College Students Union for many consecutive years. He served as overall Teacher In Chargeo of B.H.College Student’s Union Body for the session 2018-19.The departmental teachers of Political Sci. Are also performing major role in the upliftment of the students of the college.Mr B.Basumatary has served his duty with utmost sincerity in regard to the hostel management cell of the college.Prof. B.Basumatary in the year 2019 guided a team of top 20 students of B.H.College to Rajasthan via Delhi under the joint govt. scheme between Assam and Rajasthan under cultural understanding.Mr B.Basumatary has also guided many students of B.H.College in the international film festival twice held in Guwahati,Sankerdeva Kalakshetra.Also under his returning officership student’s union body election was conducted in the year 2020.He is rendering his relentless services till date.Another teacher Baburam Basumatary joined as lecturer in the department in 2002 and he is also rendering his service in the department till now.In this connection it is to be mentioned here that one post is lying vacant against the retirement of S.P.Goswami and so at present there are three sanctioned post-filled.Because of vacancy of one post some contextual teachers are invited to the department on contextual basis from time to time.Few names of such contextual teachers are Nasiruddin Shah,Ashabul Hussain,Abdul Warish Seikh,Pinky Das etc.Needless to mention that our faculty members are rendering various kinds of services in regard to the corporate life of the college like Students Union ,Governing Body,Students Union Election,Hostel Management,Sports activities etc.It is important to mention that Mr Khurshed Alam has contributed his services as member of governing body of the college for two consecutive years.Also he served as one of the member of the Academic Court of Guwahati University for a term of three years.At present he is holding the office of Vice President of B.H.College Alumni Association.The department has arranged one departmental library for the greater interest of the students of the department.It contains a total number of near about 400 books at present.The total number of books of Pol.Sci. in central library is 2449.So,it is very much convenient for students by using the both libraries.

It will pave the new way of broad perspective and wide variety of knowledge and speculation to analyse and sum up political question.

Our vision is to introduce political actors having great humanitarianism for balancing the world in regard to politics in the international arena such that the ultimate outcome will be the world peace ,tranquility and mutual understanding among nations .

Deptt. Of Pol. Sc. Is determined to build up a healthy society by overcoming the paradoxes of caste -creed ,community ,nationality ,gender ,untouchability etc.and creating congenial atmosphere for huminity.

Deptt. aims at all round development of students particularly to make them good citizen of the country and world citizen as well.


MISSION

For attaining the vision, the deptt. adopts certain practical means and necessary measures which include:

 continuous involvement of teachers and students in the recent development and happenings of the whole universe in connection with political scenario.
 To organise the departmental seminar in relation to various relevent topics and themes of the syllabus to put the etc.
 For clear learning of political concepts ,some measures like Mock-Parliament ,group discussions ,debating competitions etc. are organised.


PROGRAMME OUTCOME

At the completion of BA(Honors) in P.Sc will enable the students a good understanding and a clear knowledge of functioning of the three organs of government:legislature ,executive,judiciary.It will aware the learners about the happenings of regional ,national and international ongoing political scenario of whole world .It will develop the capacity building of students to create new political theory,social recharge and a comprehensive knowledge of various fundamental contents of P.Sc.Each study will enable the learners to know as to the various strategy of the states for their national interest,background of adopting the nature of foreign policy etc.Learners will be self sufficient to understand the merits and demerits of various types of rule like monarchial,democratic etc.A wide variety of knowledge will come out about the possibility of world political order,reasons for differences of opinion of political leaders in comparative analysis and the role to be played by world organisation particularly by UNO. It will pave a idea about the happenings of the contemporary world in connection with political strategy and leadership of various nations.

Pol HC 106 Understanding Political Theory ....
Understanding Political Theory would make the students to understand the contemporary concept of
Politics.It will enable the students to obtain necessary knowledge of traditions of political theory like Liberal,Marxist,etc.Students will be enable to obtain clear knowledge on various perspectives on political theory particularly Feminist and Post-Modernism.Since the paper deals with democracy in detail ,so students can have free and fare knowledge of the concept,procedure,means of success,participation,representation etc in connection with democracy.

Pol HC 1026 Constitutional Government and Democracy in India
Through this course students will have the knowledge of administration guided by constitutional laws.Under constitution how government is formed and designedas well as how different organs and institutions are functioning.Students will be benifited about the basic and general concepts of constitution like Liberty, justice, Decentralisation of power,Territorial demarcations etc.This course will provide particularly for the Indian students knowledge about the democratic working of all the political organs and governmental institutions with free and fare practice.Students be acquainted with the constitutional philosophies ,their rights, Directive Principles, Federal structure ,PanchayatiRaj system operating in the country. The paper is providing students knowledge about how does the constitution of a country is interacting with the constitutions of other countries and thereby facing extra constitutionl developments in the form of complementary and supplimentary addendum.

Pol HC 2016 Political Theory -Concepts and Debates
This paper Political Theory -Concepts and Debates provides students the knowledge about the Normativism ideas of Political Theory.We know that old is gold .So before coming out of the barrier of traditionalism to modernism it is fact that students must know the earlier stage of development of political theory.It is providing students knowhow about the previous and giving impetous towards new avenues.This paper is encouraging students to go rigorous analysis and compromise with new developments around the world.The second part of the paper provides new vista for political theory.It is introducing the new ideas of debates as no theory in political theory is considered perfect.Political theory is trying to bring out new ideas inn through repeated debates by inputting new concepts , themes in the recharge works.It is also worth mentioning that political theory is applying new techniques in intercepting new developments in political phenomenon.

P0l HC 2026-Political Processes in India

This paper is connected with the system of selection mode of a particular system amongst multi -paradygmical political activities operating in a social system.Students will be benifited with the political arrangement and thereby creating an ideal society in India.This paper is providing students knowledge about the formation of political party ,from Congress to the 80 onwards ,development of
Multiparty and Mahajadh bandhan termed as coalition politics.This paper is giving the citizens knowledge ,i.e. how to keep equal pace with the political development in present context.Through this paper students will be familiar with the social structure ,concepts like caste, class ,gender, and religion.It is providing us new knowledge about how our political system is functioning by overcoming the deadlocks emerging from above mentioned issues.this paper is imperting knowledge about the updating processes of the Indian States and its changing nature, i e.-development,welfare schemes and coercive dimentions.It is also giving us knowledge about the governments Affirmative policies against vulnerable groups like children ,women weaker caste,class etc.Through this paper we can accumulate knowledge about secessionist movement and the system of its accommodation.
Pol HC 3016-Introduction to Comparative Government and Politics.
Introduction to comparative government and politics is focusing on the issues like capitalism ,socialism,colonialism and decolonising issues.while studing comperative politics students will acquire knowledge about the historical framework of various countries political system.They will have knowledge about the existing developments throughout syncronisation in storied wise.
This paper moreover provides knowledge regarding constitutional developments and political economy in the countries like Britain,Brajil,Nizeria and China.
This paper is giving a concrete knowledge about the concept of Globalisation ,its impact on modern
governments and its economy.It is focusing how the concepts like state, sovereignty etc. Are becoming sporous .It is also focusing the earlier maladministration like territorial politics ,religious and social extraction by the name colonisation and the countermovements against it ,aftermath the decolonisation and the inception of NIEO under world umbrella ,the UNO.


Pol HC 3026-Perspectives on Public Administration

This paper is related with the public administration system.Students come to know about classical and new public relationship in historical context.Through this paper students will have updated knowledge about contemporary administrative developments. This paper is designed with some new major approaches developed in new era of administration like new public administration,new public service,good governance.Students will be benefited with how public policies are formulated,implemented in real sense of the administration.This paper is providing knowledge about new innovations in public administration.It is imparting education about new form of entrepreneurship,new type of bureaucracy,decision making etc.

Pol.HC 3036-Perspectives on International Relations and World History.

This course is trying to build up a sound knowledge to the students about International Relations. It is giving an analytical lesson about how to understand International Relationn in historical context.Students will have thorough knowledge about the emergence,development and till date developments taking place in international relations.It is providing students modernised tools for studying the very dynamic International relations.It is also providing knowledge about implicit Euro-Centrism to the explicit world relationship.
Students will have knowledge about the causes and consequences of the second world war which was bringing new thinking in the world order.Students will have vast knowledge about the ideological conflicts causing cold war and the scenario aftermath in International Relations.Students will have knowledge about the rivalries ,its causes and thereby the resolutions for conflict management.

Pol HC 4016-Political Processes and Institutions in Comparative Perspective

Through this paper students are having knowledge about the method of application of comparative study of politics.Sudents are having broad knowledge about the Socio-Political divergent aspects like political culture,Representational system-types of election,party system.etc.

Students are also acquiring knowledge about the nation-state issues ,the concept of democratisation in post colonial period of world politics.Students are also gathering knowledge on the concepts federation and confederation.
This paper is enabling students to hold debate on the issues like regionalism,power sharing or territorial division of power.This is a great boon to the student community that it is providing knowledge about party system which is the yardstick of democratic govt.in modern period.
Pol HC-4026-Public policy and administration in India

This paper is providing an effective knowledge to the students on the issues like decentralisation of administrative powers amongst different cantons,financial management.This paper is imparting lessons of public policy and the materialisation of the same .It is also giving knowledge about social welfare policies in different sectors,say in education sector through Right to Education students are made aware of the universal Right of Education.In health sector through National Health Mission citizens and subjects are given weightage.In the food sector students are given lesson about the right to food security.Through this paper empoyment policies ,qualifications ,avenues are provided to the students in different sectors.Various employment policies like NREGA,MGNREGA etc are taught to the students.

Pol HC 4036 -Global Politics

This course is introduced with a view to familiarise the students with the concept of Globalisation.Students are witnessing through this paper the various dimentions of globalisation impacting day to day life.The paper gives knowledge to the students about the various issues like Global Social Movement,State and Trans -national actors.It also provides knowledge on the issues like proliferation of nuclear weapons ,ecological issues ,international terrorism,human security,wants,fear etc.Through this paper students are made awareness about the ecological issues like global warming ,climatic change ,global commons .Through this paper debate is created on the above issues and thereby tried to find out unanimous decision for the globe.

Pol HC 5016-Classical political philosophy.

The paper enables the students to have a knowledge about Greek antiquity and familiarises with the manner in which the political questions were first posed.Also the paper helps the students to know about the philosophy and politics of Great philosophers particularlyPlato and Aristotle.It helps to know about the past in comparision with modern thinkers.How the present political philosophy has developed keeping in connection with past philosophers.In fact this is a basic foundation course for students..The students will have knowledge on modern politics followed by Hobbes,Locke etc and begining of Machiavelli as an inaugurator of modern politics.

Pol HC 5026-Indian political thought.

This paper as a whole indicates to provide a sense of the broad streams of Indian thought.. A specific knowledge of individual thinkers like Veda Vyasa,Kautilya ,Manu etc.will be experienced by students.It will help our students to know about the important ancient thinkers which is utmost necessary for students because of our own country.

Pol HE 5016 -Human Rights.(DSE)

This paper deals with the Human Rights as basic concept. It will enable students to comprehend different approaches regarding human rights.This enables the students to understand the role of UNOin the growth and development of human rights.Students will know how to protect the human rights byway of different measures to be taken.

Pol.HE 5046-Select Constitution 1 (DSE).

The paper aims to have a stronger and more informed perspective on approaches to studying the constitutional and political system of different countries.The paper will enable the students to acquire the knowledge about the importance of constitutions,their functioning and a comparative analysis of the executive ,legislature and judiciary system.

Pol.HC 6016-Modern Political Philosophy

The paper gives hint to interpret ideas underlying traditions in modern political philosophy.It acquaints the students to analyse the debate and arguments of leading political philosophers of various philosophical traditions.It makes convenient for students to gather knowledge of modern political philosophy and contemporary politics.

Undoubtedly the paper will help the students to know the origin,background,growth,development of Human Rights in India.It is utmost necessary to familiarise the students with emerging issues related to Human Rights.

The paper enables the students to understand the importance of constitutions and its study will certainly help the students to appear the public service examinations like APSC,UPSC etc..The study of various forms of government,their functioning etc will give a clear concept of comparative knowledge relating to merits and demerits.
P0l .HG 1016 Introduction to Political Theory.

This course is introduced with a view to conceptual analysis in political theory among the students in political theory.Through this course students are sought to be engaged in debates on the surounding political phenomenon on the basis of political theory and concepts.Through this paper students can have knowledge on the major concepts like democracy,liberty,equality,justice,rights,gender,citizenship,civil society and state.Inthis paper the contemporary issues like democracy and economic growth ,censorship,its limit and justification ,protective discrimination and principles of its fairness ,intervention of state in family likeinstitutions are raised and allowed for open debate among the students.This paper will give an analytical and elaborate idea about procedural democracy ,deliberayive democracy ,participation and representation.

Pol. HG 2016 -Indian Govt. And Politics.

This paper is familiarising the Indian students with Indian politics,nature of state ,its analysis through various approaches like Liberal ,Marxist and Gandhian.Students are also given knowledge on the basic features of Indian constitution,Fundamental Rights,Directive Principles etc.It is also giving knowledge about the main institutional functionaries like Prime Minister,Parliament and Judiciary.This paper is also making aware of the students about the power structure in India like Caste ,Class and Patriarchy.This paper is also holding debates on secularism and communalism.Knowledge is acquired on party system in India.Social Movements are also broought to light on the themes Workers ,Peasants,Environmental and Womens Movement.

Pol. SE 3014-Parliamentary Procedure and Practices.

This paper makes the students familiar with legislative practices in India.It is an oriantation to equip the students with the adequate skills of how to participate in deliberative process and democractic decision making.It provides a good understanding on the constitutional provision relating to the specific process of legislation.It aims to enhance proper understanding about the procedure ,practices relating to the passing of any bill from the begining to the passing of bill.It also studies the working of different commities of parliament.The paper aquaints the students on powers fixed,motions adopted in the House and the processes of whole enactment.


Pol HG 3016-Comparative Govt. and Politics.

This paper has benifited the students on the comparative analysis of different Govts . and their politics.This paper holds comparative analysis of different Govts. and their politics.It does comparison in between Authoritarianism and Democratic Govts.,Parliamentary and Presidential form of govt. particularly U.K.,and U.S.A.,Federal and unitary Govts.of Canada,and China are discussed in wide perspective.This paper is also giving wide knowledge on the electoral system say-First past the post ,Proportional Representation etc. On the party system issue students are make aware of the models like One Party ,Bi-Party,Multi-Party.
It is also giving knowledge to students on the issue state centric security to human centric security and the changing nature of nation-state in the context of globalisation.


Pol.HG 4016-Introduction to International Relations

This paper is introduced to give students knowledge on International Relations through some theoretical approaches.This paper gives thorough knowledge on classical and neo-realism,neo-liberalism ,structural approaches like world system , etc. The paper also gives wide knowledge on feminist perspective.

The paper is depicting the horrified Second World War and the origination of Cold War -its Phases ,ending and the inception of Cold War,collapse of Soviet Union and aftermath the growing of European Union,China ,Russia and Japan.

This paper is also giving an outline on the core issues of International Relations like basic determinants of India,s Foreign Policy,i.e.History, Geo-Political,Economics,Domestic and the strategies.

This paper is trying to focus India as an emerging World Power in International Relations ,its world wide excepted policies like non-alignment,policy of defensive etc.

MECHANISM FOR CONTINUOUS INTERNAL EVALUATION(CIE)

Continuous Internal Evaluation (CIE): As an affiliated institution of Gauhati University, evaluation norms of the university are followed by the departments. The university has adopted major reform in evaluation by introducing Credit based grading system from the academic year 2016-17 and the institute has adopted the same. The college has adopted a method of assessing the academic performance of the students on a continuous basis. Continuous assessment in theory subjects:
There shall be 20% marks for internal assessment and 80% marks for end semester examinations.
For internal assessment, the department stipulated the following components as per the guideline of the parent university:
i) Sessional Examinations
ii) Home Assignments/Seminar/Group Discussion/Debate
iii) Class Attendance
iv) Laboratory Practical and field work wherever necessary.
The department follows the University\'s guidelines for the aforementioned fixed components, but in addition, as a reformative measure to strengthen the internal assessment and evaluation process, it has established or added the following new components/parameters at its own level.
i) MCQ based Exams
ii) Quiz programme on the respective course
iii) Class tests/on the-spot tests and oral tests.
iv) Viva-voce for Project works
v) Mock Parliament
vi) Self-assessment by group of students (one group assessing the performance of another group).
vi) Setting of sessional examination question papers following the pattern of end semester examination to the extent possible.
vi) Lecture competition.
